Why: QuickBooks lacks the Windows permissions it needs to read the file, the file is on a removable/network location it can’t reach correctly, the file extension is wrong, or a damaged .ND (network data) file is blocking access.

Fix 1: Run QuickBooks as administrator

1. Close QuickBooks.
2. Right-click the QuickBooks Desktop icon → Run as administrator.
