Windows Activation Error 0xC004C008 or 0xC004C003 ("Key Used on Too Many Devices")? Here's What to Do
Activation fails with 0xC004C008 (or the closely related 0xC004C003): the product key “has already been used on another device, or it’s being used on more devices than the Microsoft Software License Terms allow.”
Why: Each retail or OEM key is licensed for a set number of devices (usually one). Microsoft’s activation server is refusing this key because it’s already in use elsewhere — not because Windows itself is broken.
Fix 1: Run the Activation troubleshooter
If you have a legitimate digital license on this device, the troubleshooter can often activate without the disputed key.
- Open Settings > System > Activation.
- Expand Activation state and select Troubleshoot.
- Follow the prompts. If you have a digital license linked to your Microsoft account, sign in so it can be matched to this PC.
Fix 2: Use a unique key for this device
You can only use a single-device key on one PC at a time. If you reused the same key on another machine:
- Go to Settings > System > Activation > Change product key > Change.
- Enter a key that isn’t already activated on another device.

Fix 3: Contact your reseller or PC manufacturer
- Bought a prebuilt PC from a reseller: Contact the reseller — they may have shipped a key already used on other machines.
- PC came with Windows preinstalled: Contact the manufacturer; the embedded key should activate, and they can help if it doesn’t.
- Bought the key from a third party: Keys flagged as used-too-many-times are often invalid resold keys. You may need a genuine key from Microsoft or the Microsoft Store.
FAQ
Will waiting fix it? No. Unlike a busy-server message, 0xC004C008 means the key itself is over its device limit. Waiting won’t change that — you need a unique key or a valid digital license.
I only ever used this key on one PC. If you reinstalled or changed major hardware, run the troubleshooter and sign in with your Microsoft account so the existing license is matched to the current hardware.
